Qinli Chongqing plays a key role in the strategic layout of the firm's legal business in Western China. Leveraging Qinli Legal’s national resources and Deloitte Legal's global network, Qinli Chongqing will develop the business market in Western China and provide quality legal services to clients in the region and from across China.

Positioning as an important strategic fulcrum of Western China’s development, Chongqing will usher in a highlight moment of future development by enjoining major policy benefits and historic development opportunities. Qinli Legal looks forward to taking root in Chongqing and working together with enterprises in Western China. Leveraging our professional strength and Deloitte Legal's global network, through the cooperation with the relevant strategic deployment of the construction of Chengdu-Chongqing economic circle, Qinli Legal will help more excellent domestic enterprises grow bigger and stronger.”

By adapting a ‘Guideline on advancing the development of western regions in new era’ (the Guideline), issued by the Communist Party of China Central Committee and the State Council on May 18, 2021, Qinli Legal aims at strengthen measures to promote the development of western regions and its formation of the new pattern. The Guideline supports Chongqing, Sichuan and Shaanxi to give full play to their comprehensive advantages and build an inland opening-up highland and a hub for reform and opening-up. The construction of Chengdu-Chongqing economic circle is bound to bring new development opportunities for enterprises, which will gradually causes an increase in their demand for legal services. The legal service industry may take the advantage of this move and rate it a hit to expand the market for this commercial development.

Xiangyang Ge, International Partner of Qinli Legal, commented: “We have a grand vision for the development of Qinli Legal in the China market. Qinli Chongqing is the 5th office after the establishment of Qinli Legal’s presences in Shanghai, Beijing, Guangzhou and Hong Kong, which stands for the first step of our expansion to the west and also the important step in the strategic layout of the firm's legal business in Western China. We look forward to providing professional legal services to enterprises in Western China, and tailored solutions for each client. We will devote ourselves, along with the enterprises, to thrive in the development of enterprises in Western China as well as the national economy.”

Lizhong Jiang, Partner of Qinli Legal, commented: “Chongqing, as the only municipality directly under the central government in the central and western region, will be vigorously promoting its opening-up and regional cooperation through China’s ‘14th Five-Year Plan’; integrating into the Belt and Road Initiative and the Yangtze river economic belt development; and implementing a wider-range, broader-scope and deeper-level opening-up. Chongqing will, in western region, head and drive the opening-up; and become a hub of a new development pattern for ‘China’s dual-cycle model with an emphasis on domestic demand in China’. Along with the opportunities, there are huge challenges. With each country’s legal and tax regulatory becoming increasingly strict, many countries and regions have introduced new laws and regulations, which have had a profound impact on the global landscape of cross-border investments, operation, assets and business layout. In light of the volatile international environment, Qinli Chongqing will provide a full range of legal services for domestic enterprises, with a specific spectrum on real estate, construction projects, domestic and foreign investment and M&A, finance and SOE’s assets regulatory.”
